Cao Zhenlei, executive vice chairman of the China Paper Association: Good morning, our second half of the topic is green packaging. We invited heavyweight scholars and entrepreneurs from the packaging and paper industry to participate. Today's topic is green and packaging, and the packaging industry has risen rapidly since the reform and opening up. In production, circulation, and consumption, packaging is actually closely linked to our macro economy, especially with the continuous growth of our economy, the economics of callers in recent years, and the rapid development of the express industry, all of which are for our packaging industry. It has brought a lot of influence. In the 40 years of reform and opening up, the packaging industry has undergone earth-shaking changes, and there have been climaxes and lows. We have invited Vice President Wang Yuezhong to sort out the development of China's packaging industry, and I have invited President Wang.

Wang Yuezhong: Thank you, moderator. I will briefly introduce the packaging industry. In fact, our country's packaging industry has formed an independent industry since 1980. At that time, the National Defense Technology Association was first established in the Ministry of Light Industry. Later, the 1979 Young Ministry of Industry gave The National Economic Commission wrote a letter hoping to set up a packaging work system in the comprehensive economic management organization, so we have been established since eight years. At that time, all of our old scientists knew the third-class price of second-class packaging of first-class products. We set up a packaging management organization to solve this problem. After the development of the first decade, we basically managed the damage of the packaging, then the second decade is the period of rapid development from the 1990s to 2000. Through the introduction and digestion, the production capacity is improved through scientific research, and the labor efficiency is improved. So that our country's packaging industry can fully meet the needs of national economic development. This is our second decade. Since 2000, in fact, in the mid-to-late 1990s, when it was called the China Packaging Technology Association, it has discovered and recognized that there are excessive phenomena in some packaging products. From 2000 to now, in addition to healthy development, the key work is to turn around gorgeously. From the damage of the treatment package to the beginning of rectification and over-packaging, it is difficult for the packaging industry. Before, we are developing at full speed, now we have to manage, green Development, so the current governance work has not met the requirements of the Party Central Committee and the State Council and all of our consumers, and we will continue to work hard. In addition, I also briefly introduce the scale of the packaging industry. When it was established in 1980, the statistics were 7.6 billion yuan in the national packaging industry, and today's data is more than 970 billion.

Here is a description of a package printing data has not been statistically published, because packaging printing is returned to the press, we have to wait until the data comes out before we can add up. In theory, the packaging industry and papermaking are not the same, our concentration is relatively low, An industry dominated by small and medium-sized enterprises, so there are not many large enterprises, and statistics have certain gaps. Industry research that used to pass the National Bureau of Statistics shows that the figure is 1.75 trillion yuan, which is 15 years.

From 16 years, the Ministry of Commerce and the Ministry of Industry and Information Technology sent us a guidance on transformation and upgrading, requiring us to reach 2.5 trillion in 2020. From the situation we have tracked in recent years, it should be no problem to reach 2.5 trillion by 2020. Because we have a very good factor here, that is, it is appreciating, this factor can help us accomplish this task, but in general, with the constant changes in our international economic and trade situation, there are some changes in the internal governance of our country. Therefore, the speed of the packaging industry in 17 years and 18 years of development is very small and very slow. Not to say that it is negative growth, but it has dropped from 20% to 15% in the original to within one digit. Now we estimate it is around four or five.

In addition, everyone should be very concerned about the situation of paper packaging, we have a number for your reference. At the end of 18 years, the paper and cardboard containers and paper containers were 291.907 billion. This is also a company above designated size, less than 300 billion, but it actually far exceeds this figure. Paper packaging accounts for 1/3 of our packaging industry, that is, 900 billion, it has 300 billion, and this structure has basically not changed. I think the development of paper packaging and the development of the paper industry are good.

In addition, I can also publish the detailed data of the paper packaging industry. I have already said that its main business income is 290 billion, then the profit is 14.821 billion and the profit margin is about 5%.

Regarding the relationship between papermaking and our paper packaging, I don't think it is necessary to say that papermaking is upstream. Through the market operations of 17 and 18, we find that the price of the paper industry is unstable. For the packaging industry, we do not emphasize the high and low price of paper, high and high, low and low, but the packaging industry hopes that the price of the paper industry can be relatively stable to ensure the healthy development of the paper packaging industry. Our paper packaging industry has developed, papermaking, especially packaging paper, I believe tomorrow will be better, thank you.

Cao Zhenlei: Ok, thank you, President Wang. President Wang reviewed the development of the packaging industry in the past few decades and also introduced the status of the paper packaging industry in the entire packaging system. It should be said that everyone can feel the ubiquity of paper packaging, paper as one of the three-point world of the packaging industry, what role does it play in the packaging industry? What are the contributions to the national economy? We have I would like to ask the Secretary General of China Paper Association Qian Yi to give us some answers.

Qian Yi: I will follow the topic of President Wang, first introduce the paper packaging. There are many kinds of paper packaging. In addition to some cardboard boxes, paper bags and paper boxes that we usually use, there are many other varieties, such as some eye drops, envelopes, book covers, etc., which we use. . There are also some large packaging boxes for cars and motorcycles. The paper cores in industrial coils are also paper packaging. In addition, there are some special paper packaging, such as parchment paper, cellophane, and some industrial anti-rust paper, greaseproof paper, so there are many varieties.

In the product classification statistics of the China Paper Association, the packaging paper produced in 2017 is 68.5 million tons. In fact, a considerable part is not in the statistics, such as printing and then converting into packaging products, such as handbags, some handbags are Made with coated paper, there are some gift wrapping papers, etc. Many varieties are printed. If we add these varieties, we use more than 70 million tons of packaging paper per year.

Paper packaging is not only cheap, it can be recycled, but more importantly, it does not affect the environment, it can also be shock-absorbing, and it can be folded and light. In addition, it can use the carton in this automated packaging on the packaging line. This is hard to replace with other packaging.

As mentioned earlier, if there is no carton, what impact will it have on the economy? If we don’t have a carton box one day, there is no way to ship the mechanical and electrical products, textile products and agricultural products made in China. There is no way to transport it. There is no way to pass the belt. All the way to the world. So from this point of view, paper packaging, especially carton packaging in the economy, it plays a role of red blood cells, is a very important product. I remember seeing two reports in 2014, one from the United Nations and the other from the Environment Development Agency, which have done some detailed research on cartons. The report said that because we invented the carton, the earth reduced the loss of 3 billion tons of grain in transportation and storage every year. This figure is very amazing. Circus also mentioned a data because the contribution of cartons reduces waste and increases the production of food. Carton is the world's commodity exchange, which plays a very important role in reducing poverty and improving the environment.

The 70 million tons of packaging paper just mentioned, in which the output of the carton, is that the output of our carton materials is about 50 million tons, and the production of our corrugated carton is close to 50 million tons. What is the concept of this 50 million tons? In 2017, the statistics of the post and telecommunications department is 40 billion express packages, of which 13.5 billion are still 14 billion cartons. We took a look and also investigated the average weight and size of the carton, with a value of nearly several hundred thousand tons, less than 1 million tons, and 50 million tons, accounting for a little. Therefore, it is necessary to accumulate the 50 million tons that can be used in all walks of life. In addition, I just talked about the contribution to the economy. China is both a big agricultural country and a big industrial country. Every year, we use packaging cartons, as well as brochures and labels, which are close to 30 million tons.

Finally, the paper package is a green package. The paper is derived from plant fiber. How come the plant fiber? The carbon dioxide and water in the air pass through the cellulose and lignin synthesized by chlorophyll. Finally, we make it into paper. The source of this product is green.

Cao Zhenlei: Thank you Secretary Qian. The paper packaging is recyclable, recyclable, biodegradable and has no impact on the environment. So for paper packaging companies, what are their needs for the quantity and quality of packaging paper? Mr. Huang, who has made packaging products, will give us an introduction.

Huang Shengxiong: Ok, thank you, I am the chairman of Huanghui Jinhui Paper Co., Ltd. in Dongguan, Guangdong. Our company is an overseas company, but we have been established in China for more than 30 years. We can say that we are witnesses to the country’s reform and opening up. The participants and participants are also beneficiaries! The company focuses on the production of domestic carton and cardboard products, and the products are light industrial products, such as home appliances, clothing, food, daily necessities and so on. Although it is a foreign-invested company, we also always have the right to import. In the early 1990s, most of the domestic packaging companies were mainly imported paper. After the end of the 1990s, with the rapid development of domestic large-scale packaging paper production enterprises represented by Xiaolong, over 95% of our raw materials have been purchased domestically in the past decade. There are two main reasons. One is that the quality of paper in China is relatively good. It can completely replace imported paper to meet our needs. The variety of Xiaolong is quite complete, and it can also provide us with one-stop fast service. The second is that we can reduce the cost of capital by purchasing domestic paper and help reduce costs. However, since the second half of 2017, the market has experienced tight raw materials and large fluctuations in finished product prices, which has brought great confusion to our packaging companies and also affects our normal delivery to customers. We are very concerned about this situation and we are very worried. As a packaging company, we very much hope that the upstream and downstream can maintain a stable and healthy development.

Cao Zhenlei: Chairman Huang introduced the main business of their company and their use of domestic paper. Of course, he also raised this concern about market volatility. Chairman Zhang of Xiaolong is also concerned. For this kind of market volatility, I think Chairman Zhang should be more concerned than us. I would like to ask Chairman Zhang to talk about it.

Zhang Yin: Thank you! When it comes to market volatility, it is actually a price increase. The first reason is that our country's economy is good and prices will be affected. The second is the reduction of imported waste paper, resulting in a shortage of raw materials and a reduction in papermaking materials. As far as the current situation is concerned, I have calculated that if a hawker receives more than 100,000 tons of waste paper, he can raise a family. Therefore, there is no waste paper outside, which is more expensive than green vegetables. Prices have soared, costs have risen sharply, and more importantly, our industry has also experienced phased deviations last year, also because of raw materials. In order to solve the shortage of raw materials, the paper industry really thought a lot of methods last year, such as increasing domestic procurement. Just three years ago, our country was only 20-30% in developed provinces, most of which were imported. It has now risen to 50%, and the change is very large, but the gap is still large. Importing waste paper is not only a matter of quantity, but also a quality problem. In terms of quality, such as American waste, it has high quality, high fiber content, good quality, too many waste cycles in the country, and the fiber is very short. The paper made is relatively brittle and soft. Therefore, it is necessary to make a good piece of paper, which requires the industry's own innovation, advanced equipment and technology, and the important three aspects of raw material quality. We are also trying to go out and set up factories in the United States to process raw materials. But in fact, the packaging required by our huge population of 1.3 billion people cannot be completely solved by building more factories. Because of this high price, we also used wood powder in the industry last year, but the quality requirements are not up to standard. I am very worried. In particular, the country proposed in the second half of last year to completely ban waste paper at the end of 2020. What about our large-scale production of industrial product packaging? Nowadays, the global packaging of paper packaging can be said to be basically balanced in various countries. There is no bigger amount to support us, so this is very worrying.

All of our daily necessities are packaged, national products and exported products are inseparable from this paper. Therefore, we also hope that the country has a certain proportion, guarantee a certain amount, and supply the industry. This will make the supply and demand basically balanced, and will not let the prices rise and fall, and often change. This is what we are willing to see. Okay, thank you.

Cao Zhenlei: Thank you, the reason for the fluctuation of paper prices last year is very clear. Raw materials are a strategic resource that directly affects the country's papermaking development. In some developed countries, the utilization rate is basically over 60%, so the utilization rate in China exceeds 70%. As the largest producer and consumer of China, our raw materials situation is very worrying. We have invited the Academician Chen to give us some advice on the multi-material aspects of raw materials.

Chen Kefu: From the white paper conference today, I also saw that the paper industry has developed steadily into green under the efforts of the papermaking industry and papermaking authorities, forming a green industry. Speaking of 92 years, when we were making paper, we talked about paper color change. When it comes to paper, it is pollution. What is the current state of the paper mill? This is due to industry innovation, but in retrospect, our raw materials are seriously lacking. As can be seen from the white paper, our dependence on imported raw materials is very high. Then everyone said that our country is so big that there is a lot of wood that can be used. In fact, our country is also nervous. I have checked the relevant data these years. I consulted the academician of forestry. In the past few years, our forestry timber imports exceeded 100 million. If we use our country's paper to produce wood from our country, the results are hard to imagine. You may see some articles, and foreign countries have told us a lot of bad words. For example, China is the world's leading country for deforestation, and we say that we are black holes in the world's forests. These languages ​​are all from foreign articles and reports. It can be said that it is impossible for us to make paper by wood. What if the raw materials are not enough? We use paper waste paper in China, which can be said to be the invention of China. When China first used papermaking in waste paper, foreign countries did not use waste paper at all. In 1980, I mentioned papermaking from waste paper, and the Finns were funny. Now Finland has a very close relationship with China, and the paper industry is closer. Finland was funny at the time. In fact, some companies in China used paper to waste paper at that time. Waste paper was a very good raw material. I think of why our seniors called waste paper waste paper? Can it be called fiber recycling materials, there is no such situation today, right? You write waste paper, waste paperboard, then the state regulations solid Waste can't be imported. In fact, our predecessors don't call this waste paper or waste paper as waste paper, or use raw materials. Paper recycling materials, right? It can be seen that our waste paper has played a big role in our paper industry. You see that our waste paper accounts for a high proportion. The white paper is very clear, accounting for more than 60%. Then the imported waste paper accounts for a large amount, and the integration of two or three million tons of waste paper, then this problem It may be said that everyone is very clear. So now that waste paper can't be imported or is to reduce imports, it will lose a lot of problems when it comes to replacing it. For example, a few years ago, because of the pollution of papermaking in our country and the waste paper waste water, there was a stone papermaking. Everyone would think of it. If you are older, you know that stone papermaking. At that time, we saw that stone and paper mills were being built all over the country. Then several seniors in the papermaking industry jointly wrote a letter to the central authorities and wrote a letter to all of them, arguing that stone papermaking would destroy the environment of our country. It will also destroy our paper industry. Together with great attention, the paper was slowly removed from the paper. Guoan got a sample of stone paper, I said it was soaked there, how many times it was cooked with a Baidu water, it couldn’t move it. It was a stone, and the mineral fiber plus the adhesive was made by extrusion. Do not cut trees, do not add pulp. So now there is such a theme, that is, we have no waste paper, then it will be replaced. So what to replace? Just now we talked about wood powder, I got wood powder to our school to test, I want to quickly detect it, what is the condition of wood powder? If you don’t think about it, grind the wood waste into powder. , ground into powdery things. His long diameter is 2 to 4, and its length is 0.3 mm. It is actually a petal-like thing, a petal or a spherical thing. Then the petal thing is incomparable with our fiber. It can wash the filling material. If it is put in the wrapping paper after going on, it will destroy our waste paper by our waste paper. We have tens of millions of tons. Waste paper can also bring a big crisis. Yes, because I said that alternatives should promote science, promote environmental protection, and promote the sustainable development of the ethical industry in our paper industry.

Regarding the import of waste paper, our forestry academicians and environmental academicians combined, about ten academicians wrote letters to the central government. I think that when the state formulates policies, one must be of high quality and must be good, and I say it is good. Just now, Director Zhang said that the impurity rate is 0.5% or higher. You can compare the advantages and allow high quality waste paper. The world of waste paper is being pulped with waste paper, and now the world's usage rate is about 50%.

The recovery rate varies from country to country, as advanced countries are higher, and some are up to 80%. In Finland, the country is even more powerful, reaching 90%. Therefore, waste paper is a good deal. Waste paper is a good raw material. We can not call waste paper on paper waste. We can call waste paper recycling raw materials. This is the first suggestion. The second suggestion is to hurry up and study the alternatives, that is, to formulate certain policies to allow your alternatives, such as individual semi-chemical mechanical pulp, like Sun Paper, whether it is possible to allow It builds a factory? The third is that we have more support for some scientific research and the diversity of papermaking materials, thank you!

Cao Zhenlei: It is indeed a difficult problem in the paper industry's raw materials. It seems that the multiplication of fiber raw materials proposed by Academician Chen is indeed a huge challenge we face. Only in this way can we meet the long-term development needs of our paper industry. If China is completely like the European and American countries, it is unrealistic to use our own wood to make paper. We have 1.4 billion people, we are so a little bit, we learned a lot of things in the past, but our people are divided, the data is very small. We have invited the academician to introduce us to papermaking in environmental protection. As one of the founders of China's cleaner production, of course, it has made tremendous contributions to the clean production of the paper industry. He has the most say in this industry. We have invited the academician to introduce us to the environmental protection of the paper industry or the status quo of clean production.

Duan Ning: Ok, thank you. The paper industry has been considered a heavily polluting industry for many years. Within a long time of environmental protection, the paper industry is regarded as one of the key remediation and attention industries. I am doing environmental engineering, including the university teaching, and the paper industry is the biggest emission work.

A small paper mill that produces COD more than a medium-sized city, COD in the lives of all people. We wrote this on our textbooks. We also saw for ourselves that indeed, for example, 40 years ago, or even 30 years ago, many rivers were like my hometown, Jialing River, Longjiang, Sichuan. Of course, there are still many unknown Xiaohegou, foam, and foam on the bank of the river. Factory. Eliminating waste pollution is really serious. When the Ministry of Environmental Protection organized the remediation of the wet end in the early 1990s, I also went to Shandong. In Shandong Province, I did see a lot of small paper mills. The pollution was really serious. But now, the industry has indeed changed a lot, and it can be said that earth-shaking changes.

The report of Chairman Zhao just quoted the figures of the Ministry of Ecology and Environment. I think it is really a problem. In terms of various water pollution, compared with 99 years, the industrial wastewater discharge per unit of paper industry fell from 103 cubic meters to 22 cubic meters, down to 76.8%. This number is very powerful. At the same time, the chemical demand dropped from 102 kilograms to 3.1 kilograms, and the drop was even more, dropping to 98.5%. This achievement is indeed very large. Let us now look at what I just said, Jialing River or Lijiang. These cities are also small river ditch. There is no bubble now. There are indeed earth-shaking changes.

I think this change process is also a lot, of course, industry efforts are the most important. As I mentioned earlier, more than 40 million tons have been eliminated. Vigorously introduce clean production equipment. The paper mill I have been to, I told him this morning, some of the second phase of the third phase, the second phase is significantly higher than the first phase. In the first period, the black liquor extraction is still very poor. You can't see this. It's very good in the third period. It is all about introducing advanced equipment from high and low countries, and also to the workshop, the third phase, Shenzhen equipment. It occupies a small place, it is very efficient, and the surrounding space is very large. The green road green road, the red yellow, the color of the people walking, what the raw materials go is very clear. I think the progress of this industry is still very big, but on the other hand, I don't think it can be taken lightly. It should be said that there is still a risk of pollution, because our country is like this. Although our country is still relatively large and has the largest population, our country is highly dense in terms of spatial structure. The United States is different from North America. There is no requirement in the US paper industry. We have requirements. Of course, I also gave Minister Li Ganjie, I also reported that this matter, maybe the COD standard can still be considered, he also agreed. Social standards may have to be re-enacted, but it seems that our country's chemical industry is not the problem of papermaking, and the US standards have not caused social problems. Of course, there are many situations in the United States. It is wide and wide, and the population is not too much. The key to our China is that the population is too dense. Although we have 9.6 million square kilometers, most of the population is concentrated in a few parts. In many places in Xinjiang, Tibet, China has a small population, so there are few companies built there. In other words, I said that the construction density of the factory is very large, so the environmental capacity is basically not. In the United States, I see that the standards of steel mills are much lower than those of China. However, if a steel plant in the United States is built, there is no factory at all. So there is no such thing as it. We are surrounded by people all over China.

In our country, there are many environmental accident pollution incidents and low labor quality. We have very strict standards, like Shandong Province, which established the most stringent paper industry standards about 20 years ago. At that time, many industries in Shandong said that the standards for environmental protection construction came out for comments. These departments are different, and we must kill the paper industry in Shandong Province. The arguments of the people are still being promulgated. The real paper industry in Shandong Province is developing very well, but only good equipment standards are not good, and there is a problem with the quality of the labor force. Of course, China’s other industries are relatively large in all aspects. For example, to buy a valve, it should have been copper, for some reason, he did not buy, he bought a surface is not inside the copper. It is just that this valve is installed in a very critical part, which will cause accidents and so on. I think it is simple to say that the idea of ​​environmental risks is still possible. All industries must continue to work hard to further control pollution and reduce risks.
