2. Safety and production are not contradictory. In production activities, the relationship between safety and production must be properly handled. It is also mentioned that in the case of a busy production, it is even more important to not overlook security. When there is a contradiction between grasping safety and grasping production, business leaders should emphasize safety, because without security, production cannot proceed smoothly.
3. Grasping Safety Production Should Be Preventive The safety of carton enterprises is very complex and heavy, and slight negligence may lead to major accidents. It must be prevention. We must strengthen scientific management, implement safety measures while arranging production, and reduce accidents at work and occupational diseases to zero.
b) Establishing and improving the "safeguard system" for enterprise safety production
Article 17 of the “PRC Safe Production Law” passed on June 29, 2002 stipulated that the main person in charge of the production and business operation unit has the following responsibilities for the safety production work of the unit:
1. Establish and improve the safety production responsibility system of the unit;
2. Formulate the unit's production safety rules and regulations and operating procedures...
These regulations are the basic guarantee system for safe production management of enterprises. Carton enterprises must establish and improve their own characteristics and "three violations" and implement them.
First, establish practical rules and regulations. Including the establishment of safety production regulations, safety production responsibility system, safety technical measures management, safety education, safety inspection, safety assessment, etc. Requirements from safety technology include the establishment of safe operating systems for various types of work.
Second, there is a complete safety production responsibility system. The responsibility system for safety production is based on the principle of “safety must be controlled for production”, and clearly specifies the safety responsibilities that should be borne in production.
The establishment and improvement of safety production rules and regulations must be consistent with the country’s laws and regulations on safety production. We must extensively absorb the company's safety production management experience. We must form a system without leaving corners and loopholes, and all systems must be stable, but we must also The company's production development changes in a timely manner to improve and perfect.
C) Implementation of "security inspection"
Practice has proved that security inspection is an effective method for enterprises to prevent accidents and reduce occupational diseases. Security inspection can be divided into routine inspections and surprise inspections. Leaders at all levels must arrange various inspections in a timely manner, through inspections, identify problems and problems in production and management, and carry out rectification.
4) Do a good job in safety production, education, safety, and everyone is responsible. In the final analysis, the safety of enterprises is done by people. Therefore, safety must be based on people, safety education should be provided to employees, and their safety standards must be improved.
Specifically, it should mainly focus on three levels of education (team, branch, factory), special operations education, exchange post education, and regular education. Improve the awareness of production personnel in complying with safety production rules and regulations.
v) The implementation of safe production should be combined with the specific conditions of the carton company and grasp the following activities:
1. Layers of responsibility for safety production are signed.
2. Quantitative assessment of safety work, holding "safety month", "safety season", "safety year" activities.
3. Conduct at least one safety drill every year.
4. The "one-vote veto system for accidents" was implemented.
5. Conduct safety knowledge competitions.
6. Using "sound, light, electricity" (video, television, etc.) education, the public exposure to security issues, to achieve the image, vivid, the real implementation of safe production.
